对标上游「卡头查询」：返回当前商户可开卡的 BIN 目录（平台 active 卡头 × 商户允许范围：自身配置优先 → 继承代理 → 全量）。字段含 kind（standard 常规 / shared 共享）、scenes 场景码、binRangeId/providerCode（上游真实开卡用）、cardOpenFee 开卡费、cardOpenFeeFixed/Percent 拆分、minTopup 最低首充、transactionFeeRate 卡充值手续费率、monthlyFee。POST /cards 的 bin 必须取自本列表。
